This paper examines price relationships in the international wheat market using a cointegration and error correction approach. Price series are found to be first difference stationary and cointegrated. Our results provide evidence that the United States, Australia, the European Union, and Argentina react to Canada's pricing decisions whereas Canada does not respond to any other price changes except Australia's. Similarly, the United States also plays a strong role in the pricing of other exporters (except Canada) and its U.S. pricing decision is affected by changes in Canadian and Australian prices. The remaining exporters such as the European Union and Argentina respond to the U.S. and Canadian price changes but do not have any influence on other prices.... |

Using a world agricultural multimarket model, we analyze the consequences of enlargement of the European Union (EU) to include the Czech Republic, Hungary, and Poland for agricultural markets. We produce a market outlook through the year 2010 for two enlargement scenarios, which are based on different assumptions regarding the restrictions on grain and dairy production in the acceding countries. In both scenarios, accession of the three Central and Eastern European countries (CEECs) leads to a permanent but moderate decrease in EU prices for virtually all commodities. This paper uses a modified policy analysis matrix (PAM) approach to assess the efficiency of cotton production in five major producing states in India. The results indicate that cotton is not efficiently produced in the second-largest cotton-producing state in the country. Without government interventions in this state, it is likely that acreage will move away from cotton to more profitable crops such as sugarcane and groundnut. In addition, we conclude that cotton is not the most efficiently produced crop in the other four states; however, there is at least one crop in each state that is less efficiently produced than cotton. This article compares how eliminating the U.S. cotton subsidy program and the Chinese cotton tariff-rate quota (TRQ) would affect the world cotton market. The results show China's TRQ has a greater negative impact on the world cotton market than do U.S. subsidies. Compared to a base-level estimate, the elimination of China's TRQ increases the world cotton price and increases the quantity of world cotton traded, whereas the elimination of U.S. cotton subsidies increases the cotton price (but less than under TRQ elimination) and decreases the world cotton trade. The combined effect of eliminating both programs is also shown. |

In 1995, the Agreement on Textiles and Clothing (ATC) provided for the calculated liberalization of the textiles and apparel sectors over a 10-year period ending in 2005, except for some safeguard measures ending on December 31, 2008. These safeguard measures allowed for import restrictions by the U.S. on certain categories of cotton apparel from China. Using a 57-equation, annual econometric, price equilibrium simulation model of the U.S. cotton and cotton apparel markets, results point to lower cotton apparel prices in the U.S. by as much as $ 0.25 per kilogram while cotton prices decline by less than $ 0.01 per kilogram once these safeguards expire. The United States has issued a proposal to the world trading community outlining several steps to jumpstart the stalled World Trade Organization (WTO) negotiations on agriculture. The proposal is intended as a challenge to members of the WTO to improve market access through “ambitious tariff reduction” and to “move aggressively” to cut trade-distorting domestic support (Portman, 2005). Although the major parameters of the proposal are yet to be defined, these steps seem consistent with commitments made by WTO participating countries to move agricultural trade negotiations forward in the framework agreement of July 2004. |

This paper analyzed the effects of trade liberalizing reforms in the world cotton market using a partial equilibrium model. The simulation results indicated that a removal of domestic subsidies and border tariffs for cotton would increase the amount of world cotton trade by an average of 4% in the next five years and world cotton prices by an average of 12% over the same time horizon. The findings indicated that under the liberalization policy, the United States would lose part of its export share to Brazil, Australia, and Africa. Operation Flood and dairy co-operatives emerged in India as the largest rural employment scheme, enabling the modernization of the dairy sector to a level from where it can take off to meet not only the country's demand for milk and milk products but can also exploit global market opportunities. This study reviews the existing status of milk marketing and dairy co-operatives in India and provides recommendations to meet future challenges. The results of the study indicate that 80 percent of the milk produced by the rural producer is handled by an unorganized sector and the remaining 20 percent is handled by an organized sector. This study estimates demand for wheat differentiated by classes using a dynamic AIDS model for the United States and the European Union (EU). The results suggest that imported wheat is more price responsive than domestic wheat in the U.S. market but not in the EU market. This may suggest that the Canadian policy that reduces prices of Canadian wheat in the U.S. market or U.S. export subsidies that raise prices of U.S, wheat could be expected to give rise to substantial substitution of Canadian for U.S. wheat.
